Notifications — every send / suppress / digest decision, with its reason

The decision log the old site never had. Each record is durable: the event, the publication version, the decision, the reason, any mandatory obligation, and the delivery result.

The policy

Send — a new material result, a meaningful failure (never hidden by dedup), an actual decision need, or an explicitly required digest.
Suppress — an unchanged repeat or rephrased duplicate with no new consequence. "A file was published" is never a reason to notify.
Digest — an unchanged repeat that falls under an existing digest obligation (the 07:55 case).
Obligations are reconciled before dedup is applied; conflicts are recorded visibly, never resolved silently.
