Why this was necessary

The problem this hour removes: the walk was inbox-only. Future file behaviour is on the Contract page. After this hour, every rebuild keeps Doll gates first in chrome, generates the nested circles from the live gate, and lists the six roots got-stronger first. The next hour does not have to re-discover that.

Why it matters for ownership, steering, and $2.5–5bn: you cannot steer from a list that treats a parked cut as the next job, or from a fortified constraint that looks like a path.
