Implementations — work that changed how the system operates
Renamed for real from the old "Slot Work": nav, addresses and headings all say Implementations,
and the old addresses no longer exist as silent fallbacks. Each record separates delivery state
(planned / designed / in-progress / implemented) from citation completeness — a delivered thing can still carry
a provenance gap, and the gap says exactly what is missing and what would resolve it.
