Area: Market scenarios.
Verdict: stayed thin.
P unchanged.
Prefer Market scenarios this hour (last filed 28 Aug 20:55 off-payroll working IR35) after Market discovery filled at 23:55 with Insolvency Service company insolvencies. Unused official source: GOV.UK workplace pensions + The Pensions Regulator automatic enrolment under the Pensions Act 2008 — the running-the-company employer-pension fork next to VAT, PAYE, confirmation / accounts, MTD, IR35, and late-filing penalties. Not another formal insolvency procedure count (Market discovery filled that at 23:55). Not another solicitor-regulator headcount (Competitor mapping filled that at 22:55). Not another data-protection fee overlay (Risk reduction filled that at 21:55). Not another AAT licensed-member lane (Companies in the space filled that at 19:55). STEP.org was the first Companies-in-the-space attempt this hour and failed closed (403); this hour is the live GOV.UK / TPR pages instead.
Did not treat “employers with a first member of staff”, “eligible workers aged 22 to State Pension age”, “sole directors with no other staff”, or “pension scheme providers” as a FYJ customer. Did not invent a “FYJ does automatic enrolment” product. Did not ask for a forbidden-market list. STEP.org 403s were not treated as live pages.
The Market scenarios line stayed thin. Value has not started to form as a FYJ path. An automatic-enrolment duties map is not a path. Adjacent official forks still leave who / why / how / next empty.
No path named yet. Market scenarios stayed thin. P unchanged.

What to do for automatic enrolment: https://www.thepensionsregulator.gov.uk/en/employers/setting-up-a-business-what-to-do-for-automatic-enrolment — HTTP 200 Did not treat “employers with a first member of staff”, “eligible workers aged 22 to State Pension age”, “sole directors with no other staff”, or “pension scheme providers” as a FYJ customer. Did not invent a “FYJ does automatic enrolment” product. Did not ask for a forbidden-market list. STEP.org 403s were not treated as live pages. ## What stands - Employers and eligible staff (HTTP 200): employers have to provide a workplace pension scheme for eligible staff as soon as their first member of staff starts working for them (duties start date). Usually an employer if you deduct tax and National Insurance from an employee’s wages. Must enrol and make an employer contribution for staff aged between 22 and State Pension age, earning at least £10,000 a year, who normally work in the UK. If staff become eligible because of age or earnings, put them into the scheme and write to them within 6 weeks of the day they meet the criteria. - What you, your employer and the government pay (HTTP 200): in most automatic enrolment schemes, contributions are based on total earnings between £6,240 and £50,270 a year before tax (salary / wages / bonuses / commission / overtime / listed statutory payments). From April 2019 the table is employer minimum 3% / worker 5% / total minimum 8%. Amounts can be higher under scheme rules. Employer may pay more than the legal minimum so the worker can pay less, so long as the total minimum is met. - How to set up (HTTP 200): must set up a workplace pension scheme for eligible staff if one is not already offered. TPR employer tool for what / when. Must pay at least 3% of the employee’s qualifying earnings. Deduct staff contributions each month; pay into the scheme by the 22nd day of the next month (19th if paying by cheque). May be fined if late or if the minimum is not paid. - Manage (HTTP 200): re-enrolment date is 3 years after the first member of staff starts, then every 3 years. Write to eligible staff within 6 weeks after that date. Complete a re-declaration of compliance even if no one was re-enrolled. Staff can request to join (put in within 1 month) or leave (take out within 1 month). Opt-out window is 1 month from joining (refund within 1 month). Keep records 6 years, except leave requests 4 years. - TPR Employers (HTTP 200): under the Pensions Act 2008, every employer in the UK must put certain staff into a workplace pension scheme and contribute. If you employ at least one person you are an employer and you have legal duties. Declaration of compliance is the online tell-us-what-you-did step. - TPR What if I don't have any staff? (HTTP 200): automatic enrolment duties do not apply when the organisation is not considered an employer. Still an employer if you employ someone who does not meet the criteria to be put into a scheme. No duties if you meet one of: sole director with no other staff; several directors, none with an employment contract, and no other staff; several directors, only one with an employment contract, and no other staff; liquidation / dissolved (Companies House); permanently ceased trading. Telling TPR you are not an employer is a statement that duties under the Pensions Act 2008 do not apply; false or misleading information can be fined or prosecuted. - TPR Setting up a business (HTTP 200): duties start date is the day the first member of staff starts work. All employers have duties, including completing the online declaration of compliance. Ongoing: each payday, monitor age and earnings. TPR will contact employers to remind them. Speaks of a business adviser (for example an accountant) as support, not as a FYJ customer. - These sit next to earlier Market scenarios filings (IR35; late filing / ECCTA penalties; MTD for Income Tax; Help to Grow / Growth Guarantee; Innovate UK; confirmation / accounts / CT; VAT / PAYE; Start Up Loans; DIY One Login vs ACSP / structure / closing; GOV.UK setup class map). The sole-director / no-other-staff fork sits next to, and is not the same as, PAYE “even if you are the only director.” Official class map with / between / above. Not a path. ## What does not stand - A £10,000 earnings trigger, a 22-to-State-Pension-age band, a 3% / 5% / 8% minimum, a £6,240–£50,270 qualifying-earnings band, a 3-year re-enrolment clock, or a sole-director / no-other-staff exception is not a FYJ market path. - Naming “first employers”, “eligible staff”, “sole directors”, or “accountants who help with automatic enrolment” is not naming a FYJ customer. - This is a different source from the 28 Aug 00:55 VAT / PAYE employer pages and from the 28 Aug 20:55 IR35 contractor-intermediary pages. This hour is workplace-pension automatic enrolment itself. - STEP.org About / For the Public / branches / Directory returned HTTP 403 and were not filed. - Tide Platform Ltd remains an ACSP identity check, not a FYJ customer. - No candidate this hour has even a partial who / why / how. End-to-end stays missing. ## End-to-end test - Who it is for: missing. - Why they would pay: missing. - How FYJ reaches them: missing. - What sits next: missing. No real public fact this hour filled any of the four. Do not invent the rest. The GOV.UK / TPR pages fill a Market scenarios cell (running-the-company employer-pension fork next to VAT, PAYE, MTD, and IR35). They do not fill a path cell. ## Value-forming The Market scenarios line stayed thin. Value has not started to form as a FYJ path. An automatic-enrolment duties map is not a path. Adjacent official forks still leave who / why / how / next empty. ## Result No path named yet. Market scenarios stayed thin. P unchanged.
