- GOV.UK says identity verification is a legal requirement from 18 November 2025. Directors (and equivalents), people with significant control, and Authorised Corporate Service Providers must verify. - Companies Act 2006 s.1110A (inserted by ECCTA 2023 s.65) says an individual’s identity is verified if the registrar has verified it, or an ACSP has delivered a verification statement. Companies Act 2006 s.167M (inserted by ECCTA 2023 s.43, in force 18 November 2025) says an individual must not act as a director unless identity is verified, the company must ensure that, and contravention is an offence.
- Non-compliance guidance repeats the offence, and adds financial penalties, prosecution, register annotation, and a bar on new appointments or new incorporations. Companies House will signpost people to verify online or to use an ACSP; it will not verify identities for them.
